Latest DN ECM Fix

Not sure if it is clone safe. For Pansat 3500S and 3500SD with TIVO units.

Pansat 3500 bin file with Tivo IR codes built in. It works great. This bin 402 still changes channels a little slow on BEV, but seems better than before.
